When Matilda Silvias father arrived on Peddocks in 1904 en route from Fort Apache, a new military fort was being constructed. Fort Andrews would house the 59th Coast Artillery Corps, who were assigned to protect the Harbor while being trained during wartime. Having made home on Peddocks for over a century, Silvias family was faced with many challenges including limited if any running water, no schools, and a strong military presence. This meant that fire boats would take too long to extinguish island fires, boat trips to school in winter posed many issues, and military maneuvers behind their home happened on a regular basis.
