In terms of Articles 53,73, 74,75, 154, 155, 156, 163 and 164, President should rule Indian Union with help of Governors in the states. Ministers are only helpers and advisors appointed and removed by President and Governors at pleasure. In terms of Article 1, India is union of states and hence unitary, not federal.
